Compliance and neighborhood impact are separate questions
Meeting a technical vibration limit and creating cumulative neighborhood nuisance or disturbance are separate questions. Chapter 140's permit-denial standard (§140-3) lets the Select Board deny a permit if it finds the operation "may result in a nuisance or that it will otherwise create a risk of harm to public health, safety or welfare" — a broader standard than compliance with any single numeric limit.
