What OSHA and NIOSH say about the exposure pathway
OSHA's respirable crystalline silica standard addresses exposure from operations including drilling, cutting, crushing, and material handling of silica-containing materials such as sand, gravel, and rock, and associates repeated exposure with silicosis, lung cancer, chronic obstructive pulmonary disease (COPD), and kidney disease.
NIOSH similarly documents that drilling, blasting, crushing, and material transfer are recognized generators of crystalline silica dust in mining and construction settings.

Two separate regulatory frameworks — not one
- OSHA's permissible exposure limit (PEL) for respirable crystalline silica is a workplace standard. It governs what an employer may expose its own workers to inside the work area — it is not a community or ambient air-quality standard, and compliance with it says nothing about air quality at the property line or in a nearby neighborhood.
- MassDEP's 310 CMR 7.09 regulates particulate emissions from construction areas and material handling and transportation as a matter of state air-pollution law — this is the framework that speaks to dust reaching beyond the site.
- Federal ambient air-quality standards for particulate matter (PM10/PM2.5) are a third, related benchmark that can apply to community-level air quality, separate from either of the above.
